Ok, Tiff and Jen Tilly were two seperate characters, so to speak. Tilly played herself in Seed of Chucky. Dual role. Tiff finally got her soul into a human body (Tilly playing Tilly) and the "real" Tilly was killed in the doll body by Chuckman. Watch the movie again, you'll understand.

She didn't. The doll attacked Jennifer Tilly in the movie to take over her body but things kept getting in the way of that plan so the dolls all remained dolls at the story's end.
